I also have this problem on a Dell Latitude D630 using a Dell BT Keyboard and a Dell BT Mouse. Doing "sudo hciconfig hci0 down" and "sudo hciconfig hci0 up" made them work properly, but I also think that the problem should be fix at the bottom.
