I strongly suggest that your repport your idea upstream against network
manager. (Seriously, do it. I really appreciate your idea)

Anyway, this is more a mid/long term solution. I cannot even hope to see
this in Ubuntu before 9.10, at best.


In the meantime, I think there's a need for a "quick fix" that let synaptic use 
the gnome proxy setting.
