This is a feature, not a bug: Debhelper 5.0.44 and newer supports
Debhelper compatibiliy level 6.

Agreed.
Thanks for spotting this - it is now added for the next Debian release
of all Sugar packages.

That warning does not occur on Debian unstable, so is most likely due to
the use of a different version of the licensecheck tool.
In other words: feel free to investigate, but the warning is most likely
harmless.
