Same issue here: perhaps last upgrade broke something... The "permission 
denied" message
But my system isn't an intrepid beta. Is a kubuntu hardy. My version of 
hal-cups-utils is 0.6.13+svn86-0ubuntu4
Anyway, I can harddly believe this is a hal-cups-utils-related issue, because 
as you can see, I've 2 USB printers attached, and the second one  (the 
Inkjet_2800) is working like a charm...
