After many moons, I realized I had upgraded to a new bios that supports SATA raid better under vista. Bios V3.10 I believe. Backdating to the previous release fix the problem and allowed for a full install to run.
Had the same problem re-occurr when the mainboard was replaced recently on the laptop.
