Rachel, mail-notification is GPL'd, while OpenSSH and Apache are released under more liberal licenses. The problem isn't with OpenSSL per se; it's with the combination of OpenSSL with a GPL-covered programme.
That said, GPL'd software may be combined with OpenSSL _if_ the software's author adds an exception to the license allowing linking with OpenSSL. mail-notification's author refuses to do that. At least, this is the way I understand the situation.
