After discussion on IRC, removing this xorg.conf snippet worked:

Section "InputDevice"
        Identifier      "Synaptics Touchpad"
        Driver          "synaptics"
        Option          "SendCoreEvents"        "true"
        Option          "Device"                "/dev/psaux"
        Option          "Protocol"              "auto-dev"
        Option          "HorizEdgeScroll"       "0"
EndSection

It's apparently the default for Hardy.
