This is expected behavior for the Scribus application, and is being tracked as a bug upstream there.
http://bugs.scribus.net/view.php?id=3473 The issue is that Scribus uses a different method for its clipboard than Open Office or other default Ubuntu products. There currently is no bridge between the clipboards, so it is currently not possible to perform this function.
