I have no idea what you are talking about with your reference to
GNUstep. GNUstep has nothing to do with GNOME. GNOME does not have a
means to switch language - it's as simple as that! Specifying one
language is not an even acceptable solution for a modern desktop system.
Many users speak multiple languages and have a preferred order of
languages that should be used if possible. KDE has such a feature and
GNOME needs an equivalent if it wants to compete with other desktop
environments on the same level.

It is not just language that needs to be easily set but also currency,
colors, icons, numbers and more that need to be localized. Yes I can
mess around with environment variables and get half the flexibility and
features that KDE offers with repect to localization but GNOME should
make this achievable and easy. Telling my mum to set the LANG
environment variable in her .bashrc file is rediculous!

I don't want help to find a way to do this - I know how to set the env
variable. That is not the point. I thought the point of GNOME and Ubuntu
was to create an easy to use desktop environment and distribution for
the masses....
