Well, it's just Ubuntu release policy to freeze on a package version before Ubuntu is released. Unless critical bugs show up, further package updates have to wait for the next Ubuntu release. Otherwise translations, documentation etc will have to be updated and it will get messy. What could help is if the Elisa developers created a stable branch with only important bug fixes, and left all new features to the unstable branch. Then maybe we could sync to the updated stable branch. But bringing in new features and possible regressions is a no-no.
