You don't need a connection to install Ubuntu...but it does help.

.iso files do get corrupted during transmission or burning on occasion.

You can use the MD5 Checksum option on the CD to check if your CD is
valid - check the number against the sum posted on the download page. If
they are the same, your CD should work just fine.
