Public bug reported:

In KDE (on Dapper Beta 2 after several apt-get upgrades), on a two-
monitor setup, I can drag desktop icons to the other screen, but they
get automatically moved back to the screen they started on when I
release the mouse. This only happens when "Line up icons" is enabled.

Steps to reproduce:

1. Make sure "Line up icons" is enabled.
2. Drag a desktop icon to another monitor.
3. Release the mouse.
