There must be something specific about your system that causes this issue, emacs-snapshot 20080919-1 works fine for me (and others) on Intrepid.
Which window manager do you use? GNOME with Metacity? Which arch is this on? Do you have any packages installed which did not originate from the official Ubuntu repositories?
