I think this is because, in default installation, KGpg searches for a
config file in $HOME/.gnupg named options, instead of gpg.conf, so that
you have to manually select a server everytime you download or upload a
key. If you tell KGpg to search in that same directory, it will
correctly find gpg.conf, and resolv the problem. I think this may be
related to bug #119263
