The old "mono" package, and truth be told the new "mono-runtime" package, don't actually do anything useful - they don't rely on any class libraries, and as a result, can't actually run any applications. I don't feel a transitional package from one largely pointless metapackage to another largely pointless metapackage is an improvement.
