Thank you for taking your time to file this bug and helping to make Ubuntu better. Can you state why you want to burn the playlist as a data file?
Rhythmbox has a feature to create Audio CDs from a playlist, but the playlist by itself is not written into the Audio CD. There are few upstream bugs about including the songs in the CD as a metadata (http://bugzilla.gnome.org/show_bug.cgi?id=378097) but none is reported on storing the playlist itself. If am not wrong, the playlist is available as XML file in ~/.gnome2/rhythmbox/. Am not sure whether this is a bug, as this feature doesn't exist in upstream as well and no bug filed on it.
