Public bug reported:
The desktopize.sh, and mainly intltool-update, currently expects the
POTFILES.in to be exist, and containing an [encoding: UTF-8] line. As a
result, the template was not created and imported to intrepid. Seems
that this was omitted from my previous patch or something, so attaching
a line to create the file.
