I think this is now FIXED, if one is clever enough to (1) find, and (2) enable the "Laptop/notebook Dell Inspiron 6xxx/8xxx" keyboard model, somewhere inside the System Settings tool.
Note that the same keyboard model also works for other Dell machines, not just the Inspiron 6xxx/8xxx lines.
