I definitely had this problem in Hardy (_quite_ annoying) on my Inspiron 1420, and found it magically started working when I updated to Intrepid (at least, with the 2.6.26 kernel). I did have to unmute it in alsamixer, but sound's been working great since then.
On other laptops and desktops (including several Dells), I didn't have this problem. So possibly this is an Inspiron-specific issue.
