/etc/iftab contained a bogus mac address for eth0. Presumably, the systems leaves eth0 unassigned in that case. I entered the interfaces correctly, and everything seems to be back in order. For my purposes this issue is resolved, but perhaps the upgrade process should check that iftab entries are consistent with the system and/or update the file?
