WebKitGtk.pc is included  in libwebkitgtk-dev , which is available in
Hardy and Intrepid

webkit-1.0.pc is included in  libwebkit-1.0-1, which is available only
in Intrepid

You can't compile Epiphany because you don't have webkit development
files installed. If you really want to do it, probably you should do it
under Intrepid, since libwebkit seems to require dependencies hard to
satisfy in Hardy (a particular version of libc6)
