Actually, this bug only affects upstream F-spot in the sense that it keeps it from being able to compile -- it's a dependency issue. I'd imagine that if you're going that route, it also affects every other C# package that uses libgtk2.0-cil.
Either it should be marked as affecting all libgtk2.0 apps or none. In reality, it's libgtk2.0 that depends on this. Dependencies to other applications come through libgtk2.0.
