pcmcia-cs now (in Edgy) depends on pcmciautils to ensure a smooth transition. In Dapper, though, the dependency of ubuntu-minimal on pcmciautils should have been sufficient for most users.
It's not a bug that pcmcia-cs stays installed (and warns); pcmcia-cs and pcmciautils are totally different packages and we deliberately keep the old one installed so that it's usable if you boot back to an old kernel.
