The program should just be silent if there are only automatically configured interfaces in the interfaces file, otherwise this gives the impression that it doesn't work properly.
NM is described as "it should "Just Work" as automatically as possible and intrude as little as possible into the user's workflow. NetworkManager attempts to make networking invisible."
