A little investigation reveals that upstream Mesa, from sourceforge via mesa3d.org, doesn't contain them either and presumabely never did. My Debian installation used xorg but it may have had the odd xfree package laying around which contained these elusive manpages. I must confess I have no idea. They were there and that's all I cared about at the time. Now they're not and I'm confused.
I can't imagine there being license issues because Debian (rightly so) gets very uptight about that sort of thing.
