I think it is still broken in libc6_2.4-1ubuntu4_i386
I have problem with perl showing :
perl: warning: Setting locale failed.
perl: warning: Please check that your locale settings:

are supported and installed on your system.

If I type locale :

Neither a dpkg-reconfigure or an apt-get install --reinstall locales
language-pack-fr-base language-pack-fr did the trick.
