Que eu me lembre não precisa reiniciar o apache. Ele pega o conteúdo do /var/www e, se não achar nada, mostra a página padrão. Pode ser que você precise colocar um link simbólico para o arquivo de configuração em /etc/apache2/sites-enabled sudo ln -s /etc/apache2/sites-available/config /etc/apache2/sites-available
para reiniciar o apache, faça sudo apache2 restart Abraço!
