AFAIK, the official language policy for this list is just that: Write in whatever language suits you and your target audience. On https://lists.ubuntu.com/mailman/listinfo/ubuntu-be everybody can read that "We use English as our lingua franca, but if you can't write or understand English, you can use Dutch, French or German too.". We may use a bigger red font, but I'm not sure it would make a difference.
