I personally would have this step restricted. Currently, REVU doesn't
offer any binary .debs at all, and I don't have urgent reasons to
change that. Perhaps we can offer downloads of binaries to reviewers,
okay. But I wouldn't like to offer these binaries to end users,
because I don't want they to shoot themselves in the foot.

Well, first off, huge disclaimers will be put up, but you also have to acknowledge that if we do not provide this method for impatient users to get their new packages, they'll resort to a LOT of MORE FOOLISH methods of getting updates, which almost always will cause more damage than anything a backported package from Dapper would do!

only offer to faciliate the checking part.
