However, It is not clear what this "alternative" wallpaper task is meant
for?

Is this aimed as an addition to default wallpaper? 
And to be included in the "ubuntu-wallpapers" package?

How different is it from the flickr submissions from the community:

Or is it for a replacement of the default wallpapers done by Canonical

Nope, as i mentioned above the additional wallpapers are from community
submissions.

If it is similar, what was missing? Or have you not noticed that one
earlier?
We need to make sure to collaborate and use our resources wisely.

Before adding tasks to the team's task board, we need to make sure it is
team's task. 
Otherwise, anyone can just keep adding tasks there, irrespective of the
task being a feasible one or not. (Someone can just drop by and add a
task to replace default light theme with Equinox, we need to avoid
these) 
Also, we would have skipped spec numbers, etc.

For now, I'v moved the task to:

Once it is clear what this task is about, we can add it to the board.

This is similar to how you updated the Artwork Main page. (Where you
proposed a suggestion in your namespace and then updated the main page.)
