The regular AJAX & HTML versions have the ability to edit quoted text. The mobile version does not have the ability to edit quoted text, but it does have an option on the reply page right underneath the "Save", "Send" and "Cancel" buttons, called "Include quoted text". You just need to uncheck that. Also, if you are stuck on a mobile platform, you can configure Gmail to use a proper mail client that supports POP3 or IMAP and SMTP.
