  After a server restart keybaord sometimes pops-up, flickers and
  disappears.

Bug description:
  I have seen this in the autopilot tests.

  At the start of the test suite writes an override file so maliit-
  server starts with testability, it then stops and starts unity8.

  The first test that starts after that usually fails:

   - Test app starts with a text input.
   - Text input is tapped giving it focus
   - The Keyboard partially pops-up but flickers away
   - (If I see this happen, I try to manually tap on the input, the keyboard 
still doesn't appear)
   - The test fails because the keyboards state never becomes 'SHOWN'

  
  I've tried out a work-around which is to sleep for ~10 seconds after 
restarting unity/maliit and this seems to work, but is gross.
