You have been subscribed to a public bug:
Run the gallery-app on the desktop with DESKTOP_MODE=1 set.
Populate ~/Pictures with a bunch of photos so you have multiple pages worth.
Now scroll up and down on touchpad with two-finger swipe. The header
keeps appearing at odd times and the scrolling is very jerky. It should
be smooth like the Events view now is.
