not sure if the software stack can do anything about it, seems android
has the same issue (from trying for a SIM which seems in the same
situation)

  outgoing inactive prepaid sim doesn't indicate fail

Status in messaging-app package in Ubuntu:
  Triaged

Bug description:
  not completely sure this is a fair bug
  on image#125 on mako, using an AT&T prepaid sim
  sent a text message, no indication of failure - took me a while to realize my 
sim had expired/needed reactivation
