Bug description:
Steps to reproduce:
1. Launch a webapp for which the header is activated and that has a long
vertical scrolling area (e.g. facebook or gmail)
2. Put your finger down in the middle of the screen and start scrolling at a
normal speed
3. Slow down nearly to a halt and try to move ever so slightly in either
direction
Expected result:
The view scrolls ever so slightly following your finger.
Current result:
The view jumps about erratically, so does the header. This happens even if
you try not to move because humans can't really hold their finger perfectly
still anyway.
