I assumed they were asking about a log on sound, but I think I was wrong
about that. To get a log on sound, you can follow the instructions at
http://ubuntuhandbook.org/index.php/2016/09/play-login-sound-ubuntu-16-04/
I've never gotten a beep at the grub screen, but I've always assumed
that's because I was using laptops that didn't support that feature. I
just tried following the instructions below on my HP laptop, and again,
no joy.

That's easily done. First as root or equivalent edit /etc/default/grub.
There's a commented out line in there that starts with # TUNE.
Uncomment that line and save your changes. Next, run a command to
update grub. If you get no errors on next boot you're good to go.

Subject: beep at boot up
Might I be able to add a beep to boot up so I know ubuntu is starting?
Accessible Coconut does that.
