I am running ubuntu mate 2018 04.1. I could not go to the top panel with ctrl alt shift tab. In an article I read that one can use mate tweak and choose what layout one wants. When I ran mate-tweak, there were checkboxes for the desktop panel, but I did not find a way to move to other panel choices.
