That would be welcome indeed. At a minimum for the Live CD, you'll need to include the kdeaccessibility module and for KTTS, a synthesizer. flite or festival should do. Also, sox and xsltproc would be nice, but not essential. For audio, aRts, ALSA, or gstreamer 0.8.7. I don't know if gstreamer 0.10 would work with KTTS.
