# ----------- # DESCRIPTION # ----------- Nowadays, with the digital revolution and the increasing popularity and adoption of e-government initiatives, public agencies from all over the world are implementing fully digital communication, participation and collaboration services in areas like health, education, security, cultural heritage and tourism. Citizens are getting more and more familiar with these services in a variety of tasks, such as choosing the primary school for a child, reserving a visit with a doctor, or asking for administrative support. In this context, personalization can play a key role to identify relevant, contextually dependent, information and can be used to make public services more usable, fair and respectful of user privacy. Furthermore, service providers are usually not competing with other providers and their operational goals are often aligned with the users’ ones: public managers and citizens in e-government, doctors, hospital staff and patients in public e-health, culture agencies, leisure companies and city visitors in e-tourism, and instructors, students and parents in e-education. This is a rather new scenario for multi-stakeholder personalized systems as the majority of existing solutions have been designed for more classical e-commerce applications, e.g., multimedia content streaming. Hence, there is an urgent need to discuss how personalization techniques, such as those used in recommender systems or conversational bots, can better support the development of public services. We would like to bring together service providers, practitioners, and researchers to discuss the fundamental problems of the sector, identify research gaps, and propose novel solutions that can still leverage the results that the UMAP community has developed in the last 20 years on user modeling and personalization. # ------------------ # TOPICS OF INTEREST # ------------------ The workshop topics of interest are related to computer-assisted personalization applications and aspects of public services on domains such as governance, economy, health, security, environment, mobility, education, tourism and leisure, while targeting single or multiple stakeholders. These topics include, but are not limited to: - Recommendations for complex public services - Adaptation of public services to stakeholders with special needs - Citizen participation and personalization - Citizen engagement and personalization - Citizen behavioral data management - Multi-stakeholder cooperative systems - Collective intelligence in digital public services - Group management and decision support - Conversational systems for public services - Novel applications of personalization to public services - Evaluation methods for personalized digital public services - Fairness and privacy in digital public services - Transparency, accountability and explainability in digital public services - Cross-domain digital public services - Smart city applications of personalization - Multi-stakeholder personalization of digital public services in domains like e-government, e-tourism, e-health and e-education. # --------------- # INVITED SPEAKER # --------------- - Robin Burke, University of Colorado, Boulder (USA) # --------------- # IMPORTANT DATES # --------------- - Submission deadline: April 9, 2020 - Notifications: April 30, 2020 - Camera-Ready: May 6, 2020 - Workshop: July 17, 2020 # --------------------- # SUBMISSION GUIDELINES # --------------------- All submissions must be written in English. We expect authors, PC, and the organizing committee to adhere to the ACM’s Conflict of Interest Policy and the ACM’s Code of Ethics and Professional Conduct. Authors should use the ACM SIG Standard (SIGCONF) proceedings template. Papers should be submitted as PDF files to Easychair at https://easychair.org/conferences/?conf=multisteps2020. Please be aware that at least one author per paper needs to register and attend the workshop to present the work. The following four types submission are welcome: - Full papers (6-8 pages) should be clearly placed with respect to the state of the art and state the contribution of the proposal in the domain of application, even if presenting preliminary results. In particular, research papers should describe the methodology in detail, experiments should be repeatable, and a comparison with the existing approaches in the literature should be made. - Short papers (4 pages) should introduce new point of views in the workshop topics or summarize the experience of a researcher or a group in the field. Practice and experience reports should present in detail real-world scenarios in which personalization is employed for multi-stakeholder perspectives. - Demo papers (2 pages) should present a prototype or an application that employs personalization for multi-stakeholder perspective.
