Vlad:

The basis for the scope statements is what the Transactions scopes state. You
may want to take that up with the VPs.

Attached is the revised call for papers for the SMC Magazine which I am
requesting you to circulate to your circle of colleagues, associates and
potential contributors.

SECOND CALL FOR PAPERS: IEEE Systems, Man, and Cybernetics (SMC) MAGAZINE
IEEE SMC Society

August 20, 2014

A Second Call for Papers for the new IEEE SMC Magazine has been
announced. The Magazine will publish content covering the
Society's Field of Interest.

Editor-in-Chief
Mo El-Hawary
Department of Electrical & Computer Engineering
Dalhousie University,
Halifax, NS, B3H 4R2

Scope

The scope of content published within the IEEE Systems, Man, and
Cybernetics Magazine matches the technology areas within the
Society's Field of Interest (FoI).

Article subjects include the integration of the theories of
communication, control, cybernetics, optimization, systems
engineering technology development, including problem definition
methods, modeling, and simulation, methods of system
experimentation, human factors engineering, as well as their
application to the variety of systems including human-machine,
biological, technological, ecological, socio-economic, and
societal systems, data and methods, systems design techniques and
test and evaluation methods, and system structure towards the
formulation of a general theory of systems.

We solicit feature tutorial research articles and surveys that
report on timely topics of interest including, but not limited to,
the following:

Systems Science & Engineering

The scope includes the field of systems engineering. It also
includes issue formulation, analysis and modeling, decision
making, and issue interpretation for any of the systems
engineering lifecycle phases associated with the definition,
development, and deployment of large systems. Other topics include
systems management, systems engineering processes, and a variety
of systems engineering methods such as optimization, modeling and
simulation.

Human-Machine Systems

The scope includes the fields of human machine systems. It covers
human systems and human organizational interactions including
cognitive ergonomics, system test and evaluation, and human
information processing concerns in systems and organizations.

Cybernetics

The scope includes computational approaches to the field of
cybernetics, communication and control across machines or between
machine, human, and organizations. The scope includes such areas
as computational intelligence, computer vision, neural networks,
genetic algorithms, machine learning, fuzzy systems, cognitive
systems, decision making, and robotics, to the extent that they
contribute to the theme of cybernetics or demonstrate an
application of cybernetics principles.

Computational Social Systems

Here focus is on topics such as modeling, simulation, analysis and
understanding of social systems from the quantitative and/or
computational perspective. "Systems" include man-man, man-machine
and machine-machine organizations and adversarial situations as
well as social media structures and their dynamics. More
specifically, the proposed transactions publishes articles on
modeling the dynamics of social systems, methodologies for
incorporating and representing socio-cultural and behavioral
aspects in computational modeling, analysis of social system
behavior and structure, and paradigms for social systems modeling
and simulation. The journal also features articles on social
network dynamics, social intelligence and cognition, social
systems design and architectures, socio-cultural modeling and
representation, and computational behavior modeling, and their
applications.

The Magazine is also intended to communicate to its readers about
the activities and actions of the SMC Society's governing body,
its Technical Committees, and its Chapters. Furthermore, the
Magazine will offer educational material such as technical review
papers, publish contributions on educational activities,
industrial and university profiles, conference news, book reviews,
and a calendar of important events.

Submission Instructions

Authors are encouraged to submit their papers through the
submission portal https://mc.manuscriptcentral.com/smcmag

Submitted articles should be tutorial in nature and should be
written in a style comprehensible to readers outside the specialty
of the article. Articles may be edited for content, and will be
copy edited for compliance with the magazine's style guidelines.
