Added no-op {flush,invalidate}_dcache_range functions for the
CONFIG_SYS_DCACHE_OFF case to fix compilation of DaVinci EMAC driver on
arm926.

This should help building DaVinci boards with CONFIG_SYS_DCACHE_OFF
defined. But I can see that most of DaVinci boards using EMAC driver
actually have D-Cache enabled. For these boards build will be still
broken.
Shouldn't we disable D-Cache on these boards? Or does EMAC manage to
work with enabled dcache on these boards somehow?
