Thanks everyone for the tips... Ira, I was just running another Wireshark capture and looking at the ARP messages and I saw your message. I looked at the switch briefly, but didn't think to check the STP settings.
That's exactly what was happening. Turned on "Port Fast" for this particular port it's using and we're off to the races. Sequoia-GNU/Linux boot time down by 30 seconds!
