I didn't notice this problem with TFTP which takes ~3s. I don't have the 
opportunity to use USB oder eMMC on this hardware.

You might be right, but there absolutely no way to change that timeout. It's 
_fixed_ in hardware. If you can't serve it, you got reset. It's that simple, no 
matter what.
