If you mean pre relocation, I will add a pre relocation flag, DM_FLAG_PRE_RELOC, to the altera_timer driver. Though I think there is no need to initialize the timer before relocation for nios2 and the dts is not changed. Those who need timer before relocation can add the property "u-boot,dm-pre-reloc;" to dts.
