U-Boot traditionally requires a maintainer for each board,
but people tend to forget to add MAINTAINERS.

My question is:
  Does it make sense to continue per-board maintainer scheme?

If so, what need to do is to figure out who was the initial author and
add the MAINTAINERS file.
If not, stop such WARNING messages.
