Your OR0 sets to slowest speed, so it should work. But I noticed you said and set the size to 16MB. Are you replacing the on-board NOR flash with the one you mentioned? I didn't check the spec of the part number. But if you did replace with a twice sized flash chip, you need to get the address signal connected. I don't believe MPC8641HPCN board has spare address line connected.
