Can you please try to set "#define CONFIG_LEGACY_USB_INIT_SEQ 1" in your include/configs/<board>.h ? This enables the old way U-boot does the device initialisation. If this helps I have to check 1 of my patches, which changed this behaviour to make it compliant to the USB standard. The legacy implementation of U-boot is just wrong, but it might work.
