Thanks for the citation. It agrees with TZDB's Europe/Paris except for spring 1923, where things were chaotic and I see some evidence that TZDB is right and the Annuaire is wrong. Perhaps someone who knows French could get to the bottom of what happened to Parisian clocks in spring 1923.

Looked up laws from 1922 and 1923; the latter is after the Spring change so the prior law should be in effect; but unsure they will be of much help:

In the meantime I adjusted comments to note the discrepancies by installing the attached proposed patches. The first proposed patch updates related commentary from Brazil's Divisão de Serviços da Hora (DISHO), which seems to have changed its name and acronym. The second proposed patch notes the spring 1923 disagreement between TZDB and the Annuaire and cites the New York Times report about Raymond Poincaré.

I was surprised to see that the 2020 Annuaire is the current edition. Have they stopped publishing it?

ACT repealing the advance of daylight saving time.

The Senate and the Chamber of Deputies have adopted,
The President of the Republic promulgates the law with the following
content:

Art. 1. — The law of February 6, 1920, on the advancement of time in
summer is repealed.

Art. 2. — However, and subject to the terms and conditions set out in
Articles 3 and 4, the legal time set by the law of March 9, 1911 will,
for the year 1922, be advanced sixty minutes from the last Saturday in
March at 11:00 p.m. to the first Saturday in October at 12:00 p.m.

Art. 3. — In municipalities that so request, prefects shall set the
opening and closing times of schools in such a way as to take into
account local customs and the interests of rural populations.

Art. 4. — The prefects shall set the opening and closing hours of fairs
and markets, as well as the timetables of local railways and bus
services, so as to ensure the provisioning of these fairs and markets
and the shipment of the products sold, taking into account the needs of
rural life.

This law, deliberated and adopted by the Senate and the Chamber of
Deputies, shall be executed as a law of the State.

ACT relating to the amendment of the legal time set by the Act of March 9, 1911.

  The Senate and the Chamber of deputies have adopted,
  The President of the Republic promulgates the law with the following content:

  Art. 1. — Legal time, established by the law of March 9, 1911, shall
be advanced each year, subject to the terms and conditions set out in
Articles 2, 3, and 4, by sixty minutes, from the last Saturday in March
at 11:00 p.m. to the first Saturday in October at 12:00 p.m.
However, in the event of an agreement with neighboring allied nations,
the Government may postpone the first date to the third Saturday in
April and the second to the third Saturday in September.

  Art. 2. — The Minister of Public Works shall make, on public interest
networks, any changes to the schedules of early and late-day trains,
workers' trains, and food trains, made necessary by the time change and
compatible with general railway service. It shall also make the
necessary changes to the opening and closing hours of low-speed train
stations.

  Art. 3. — In municipalities that so request, prefects shall set the

  Le Président de la République promul‐
gue la loi dont la teneur suit:
  Art. 1er. — La loi du 6 février 1920 sur
l’avance de l’heure en été est abrogée.
  Art. 2. — Toutefois, et sous réserve des

cée de soixante minutes du dernier samedi
de mars à vingt-trois heures au premier

feront la demande, les préfets fixeront les
heures d’ouverture et de fermeture des

  Le Sénat et la Chambre des députés ont
adopté,
  Le Président de la République promul-
gue la loi dont la teneur suit:

  Art. 1er. — L'heure légale, fixée par la
loi du 9 mars 1911, sera, chaque année, et
sous réserve des modalités qui font l'ob-
jet des articles 2, 3 et 4, avancée de
soixante minutes, du dernier samedi de
mars, à vingt-trois heures, au premier sa-
medi d'octobre, à vingt-quatre heures.
Toutefois, en cas d'entente avec les na-
tions alliées voisines, le Gouvernement
pourra reporter la première date au troi-
sième samedi d'avril et la seconde au troi-
sième samedi de septembre.

  Art. 2. — Le ministre des travaux pu-
blics devra apporter, sur les réseaux d'in-
térêt général, aux horaires des trains de
début et de fin de journée, d'ouvriers et
de denrées, les modifications rendues né-
cessaires par le changement d'heure et
compatibles avec le service général des
chemins de fer. II devra également appor-
ter aux heures d'ouverture et de fermeture
des gares de petite vitesse les modifica-
tions nécessaires.

  Art. 3. — Dans les communes qui en fe-
ront la demande, les préfets fixèrent les
heures d'ouverture et de fermeture des
