Yes, tzdata started preferring and pulling directly from IERS in 2024,
because (a) NIST was becoming increasingly slow at updating their version,
(b) the previously-unclear copyright status of using IERS' files directly
was finally resolved,
I remember reading about that on the list.
and (c) IERS is the decision-making body for leap
seconds, so it makes sense to get it straight from the source.
So this should be made clear to developers and users in the docs somewhere, right?
