Those devices have not yet updated to the current version of the IANA database; the IANA database maintainers do not control when device suppliers update their devices, and those suppliers have had since 2025-01-16 - more than two months ago - to update their devices. I suggest that you contact the suppliers of devices that switched to UTC-4 on 2025-03-23 and tell them that they should update those devices to the current version of the IANA database, 2025b.
